Are the measurements provided the actual measurement of the shorts (lying flat) or to suit the persons waist size (stretched)?
i.e. my daughters waist measures 86cm, however the elasticated shorts she wears measure 68cm (laying flat). So, would i buy the (Kids 14: 61 - 66cm) or the (Small: 80 - 85cm) for her?
